The 24-year-old joined the Ulster Rugby Academy in 2022, after being identified through the IRFU IQ Rugby programme.
McLoughlin made his senior debut in November 2023 against the Lions in Belfast.
A former Irish U20 Grand Slam winner under Richie Murphy, McLoughlin made five senior appearances for the province.
