Despite having been withdrawn from last weekend's victory over South Africa, Stuart McCloskey has suitably recovered and will start again in midfield, where he is paired with Robbie Henshaw.
Robert Baloucoune is once again named on the right wing, with Mack Hansen on the left and Jimmy O'Brien starting at full-back.
A new half-back pairing of Jamison Gibson Park and Joey Carbery complete the backline.
Ulster forwards Rob Herring, Kieran Treadwell and Nick Timoney are all included in the starting pack. In the front row, Herring is joined by Jeremy Loughman and Tadhg Furlong, who becomes the the 109th player to captain Ireland, and the first prop to do so since Simon Best against Argentina in 2007.
Tadhg Beirne starts alongside Treadwell in the second row, with flanker Timoney joined by Caelan Doris and Jack Conan in the back row.
