AIL Ref

The content of this page is primarily for the use of members of the Ulster Society of Rugby Football Referees (USRFR: The Society).

This area relates to the administration and support for society members whilst involved in domestic All Ireland League male rugby. There is a duty upon the Society to supply match officials to support appointed national panel referees at these fixtures as well as touch judges for home matches at Ulster clubs.

All Ireland Junior Cup 

Four non-AIL Clubs qualify from each province for the AIL Junior Cup. This is a 16 team straight knock out tournament with the final using taking place in January.

Discipline

The reporting of discipline offences in AIL fixtures is the responsibility of the match referee and you will take guidance from him on what input he requires of you during the match at the pre-match instructions meeting.

Referees reporting card

Red card report advice:  if you have a sending off in a UBL match, or any other IRFU appointed fixture, you must inform Kevin Beggs 00353876167461, Peter Fitzgibbon and/or Tom Horkan 00353862458650 on the day of the match. In addition, it is imperative that all Red Card reports are with Tom by 10.00am latest on the Monday following a UBL match to enable disciplinary hearings to be organised.

Concussion

There is NO Head Injury Assessment (HIA) in domestic rugby. For guidance in suspected concussion management of a player, view the IRFU Concussion Guide.


Ground Fitness Panel

Regulation 9.13.2 (Mens) and 13.2 (Womens) relates to the Ground Fitness Panel:

The National Competitions Committee shall provide a list of nominated persons to act on the Ground Fitness Panel, as set out in the regulations, who shall be available for consultation when the fitness of a ground is to be considered. A Club which has doubt about the fitness of its ground shall contact the Ground Fitness Panel nominee of the National Competitions Committee. This nominee shall discuss the situation with the Club and if necessary visit and inspect the ground. Where there is doubt about the fitness of a ground and there is a reasonable prospect that with improved weather conditions the ground could be playable by kick off time, a decision on whether or not the pitch is playable shall be postponed until close to the kick off time. Matches may not be postponed on grounds that the safety of the players might be prejudiced unless with the additional approval of the match referee.
